Energy Efficiency Resources

The Database for Energy Efficient Resources (DEER) contains information on selected energy-efficient technologies and measures. The DEER provides estimates of the energy-savings potential for these technologies in residential and nonresidential applications. The database contains information on typical measures -- those commonly installed in the marketplace -- and data on the costs and benefits of more energy-efficient measures. Energy-efficient measures provide the same energy services using less energy, but they usually cost slightly more.

Updates to the Database for Energy Efficiency Resources (DEER) have been developed by the California Public Utilities Commission (CPUC) with funding provided by California ratepayers.

As prescribed in Resolution E-5152 DEER2023 Update, DNV conducted a feasibility assessment for migrating DEER residential building prototypes from using the eQUEST/DOE2™ engine to the EnergyPlus™ engine. Since our assessment found the migration to EnergyPlus was feasible, that migration is now underway for the residential prototypes. However, a user-friendly, publicly accessible EnergyPlus-based system replacing MASControl3© (MC3) is not expected until late 2022. Since it is a priority to include all residential weather-dependent measures on the PY2024-25 approved measure list in this migration, those that are currently modelled by program administrators (PAs) will be migrated and modelled by the CPUC in the interim. The unit energy savings results for all EnergyPlus-modelled residential measures will be uploaded to DEER and synchronized with eTRM for use in updates to existing measure packages. To that end, the CPUC and DNV request detailed simulation information from the PAs for residential simulated measures that will be updated and submitted for approval before the June 2022 deadline for PY2024-25 approved measures as described in a 2021-12-16 memo to California Energy Efficiency Program Administrators.

The CPUC plans to adopt a new source for deemed energy efficiency measures and values: the California Electronic Technical Reference Manual (eTRM). The eTRM can be found at caetrm.com.

2020-09-16: It came to our attention that the water heater savings for the BldgType=Com were incorrectly calculated. The DEER water heater calculator was revised (DEER-WaterHeater-Calculator-v4.2.xlsm) and the corrected EnergyImpact records (784 out of 62,145 water heater records) were uploaded to the PEAR and ExAnte databases. The erroneous records have also been removed from both databases and are no longer available for use.

The final E-5082 Resolution (DEER2022) was voted out on 2020-08-27.

Two webinars were held on August 5, 2020 to present the contents of the E-5082 DRAFT Resolution (DEER2022 Update). The first webinar presented the updates to DEER for 2022 and the second webinar described the transition to Cal TF's eTRM as the data source of record for deemed measures. The E-5082 DRAFT Resolution (DEER2022) and comment instruction letter was posted for review/comment on July 21, 2020. A webinar was conducted to present and discuss these updates on August 5, 2020 and comments were due by August 12, 2020.

For DEER2021, a revised water heater calculator package was made available on 2020-06-01. See DEER2021.

DEER2021 has been published per Resolution E-5009, adopted on September 12, 2019.

DEER2020 has been published. See the update descriptions under the DEER Versions menu for more information. The planned DEER update to the Ex Ante database was completed on 07-Dec-2018.

Pursuant to Decision (D.) 13-09-023, Commission staff scored the utilities on their annual ex ante review performance as part of the Efficiency Savings and Performance Incentive. The final 2015 ESPI memos are published under the Energy Savings and Performance Incentive section under the main menu. Commission staff will be holding meetings with each utility to discuss the final scores.
