READI© (Remote Ex-Ante Database Interface)

Overview of READI©

Previous versions of READI v2.5.1 had incorrectly failed to include the required End-User License Agreement. Users who previously downloaded the software are hereby notified of the missing licensing file and instructed to download the new version.

READI© (the Remote Ex-Ante Database Interface) is a program that allows users to examine the CPUC's databases of ex ante measure information. With the READI© program you can:

  • Browse and examine the ex-ante data tables.
  • Find existing DEER measure definitions.
  • Find and examine the Technologies that are used in the measure definitions.
  • Examine the deemed energy impacts associated with measures in tables and graphs.
  • Download data tables to your computer as workbook or CSV files.
  • Create and Save new measures based on existing Scaled measure definitions.

READI© provides access to the current official ex ante database as well as the latest data being reviewed by the ex ante review team. The official ex ante database includes DEER data (starting with DEER2011) as well as non-DEER data available for claims. The preliminary ex ante review (PEAR) database includes proposed changes and additions to the official ex ante database. For more information on the ex ante review database see the PEAR web page. Program Installation
Download the latest version of READI© and save the ZIP file to your computer. Open the ZIP file and extract or copy the three files inside to any directory on your computer. If your computer is not behind a corporate firewall and you are not required to use an SSL connection, the only file you need is the READI© executable file. Double-click on the READI© executable file to start the program.

To remove READI© from your computer, merely delete the downloaded archive file and any copies you made. READI© does not write to your computer's registry and does not require an uninstall procedure.

Technical Information
The READI© program requires an internet connection to work. Some users, especially those behind a firewall at work, need to ask their IT department to allow READI© to access the internet. Here are some technical details that the IT department may need to allow READI© to work:

  • READI© connects to an Amazon RDS (relational database server) over port 5432; the host URL is pointed to by DEEResources.org.
    • the host address is cpucexante.cwuiixjcexyp.us-east-1.rds.amazonaws.com;
    • the IP address currently resolves to 18.235.220.66 which can change if Amazon switches to a back-up server (should be a rare occurrence).
    • READI versions 2.3 and earlier connected to a different server located at 23.21.178.114;.corporate firewall rules that allowed connections to the earlier IP address may need to be updated to allow connections to the new IP address.
  • READI© creates a directory in the users AppData\Roaming directory called "READI_2.4". READI© stores the users connection information and preferences in this directory.
  • READI© does not employ any "cookie" technology to track users.
  • An SSL (Secure Sockets Layer) connection is optional and by default is not used. To turn on SSL follow these steps:
    • If presented with the log-in dialog box because READI© could not connect, check the “require SSL connection” checkbox.
    • If already connected to the database, double-click on the bottom status bar to bring up the log-in dialog box and then check the “require SSL connection” checkbox.
    • Once specified, READI© will use the selected SSL option for future connections.
    • If not already included in your Windows version, the two DLL files included with the READI© installation ZIP file will need to be in the same directory as the READI© program

Users who are authorized to add comments to select tables must log-in with their credentials by double-clicking on the status bar on the bottom of the program screen.

Direct database access
Direct access to the ex ante databases can be achieved using third-party tools like Navicat or pgAdminIII or using an ODBC driver compatible with a PostgreSQL database. Archive Version of DEER2011 and DEER2014

DEER2011 and DEER2014 data are included in the current ex ante database. As of 1-June-2016 access to the original DEER2011 and DEER2014 databases is no longer available.
